"[Dans un monde libéral] il est indifférent où les frontières d'un pays sont tracées. Personne n'a d’intérêt particulier à agrandir le territoire de l’état dans lequel il vit ; personne ne souffre de perte si une partie de cette zone est séparée de l’état. Il est aussi immatériel que toutes les parties du territoire de l’état soient en connexion géographique directe, ou qu'elles soient séparées par un bout de terre appartenant à un autre état. Il est sans importance économique que le pays ait un accès à l’océan ou non. Dans un tel monde le peuple de chaque village ou canton pourrait décider par référendum à quel état il aimerait appartenir."

Nobody has a special material interest in enlarging the territory of the state in which he lives; nobody suffers loss if part of this area is separated from the state. It is also immaterial whether all parts of the state’s territory are in direct geographical connection, or whether they are separated by a piece of land belonging to another state. It is of no economic importance whether the country has a frontage on the ocean or not. In such a world the people of every village or district could decide by plebiscite to which state they want to belong."
